Scotland’s tenements are in a poor state of repair, and owners’ lack of funds to pay for major repair works is part of the problem.
Under One Roof, alongside Gillian Campbell Consulting, have been exploring funding solutions for tenement owners. Mandatory Building Reserve Funds are a potential solution, which would help owners save small amounts of money on a regular basis to pay for big repairs. In December 2025, we published a report on ‘Building Reserve Funds: A Workable Model for Scotland’ which looked at how Building Reserve Funds could be successfully introduced in Scotland, by examining how they already work in other European countries.
