Governance

The Board of trustees meets approximately quarterly or as required. All the members give their time for free.

Our trustees

Jim Hayton – Chair
Jim has extensive experience of working in local authority housing departments and is the former co-ordinator of Scotland’s Housing Network, a membership organisation for local authority and housing association landlords.

Euan Leitch – Vice Chair
Euan is CEO of Scotland’s Regeneration Forum, SURF. He is formerly the Director of the Built Environment Forum Scotland and in this capacity provided secretariat services to the Scottish Parliamentary Working Group on Tenement Maintenance.

Jocelyn Cunliffe – Secretary
Jocelyn is a conservation architect and is chair of the Royal Incorporation of Architects (RIAS) Conservation Committee.

Tony Cain – Trustee
Tony currently manages the Association of Local Authority Chief Housing Officers. He has extensive experience of working with local authorities and was a member of the Housing Improvement Task Force that was set up by the Scottish Government in 2000 to undertake a comprehensive review of housing policy as it relates to the condition of private sector housing in Scotland.

Professor Andrew Steven – Trustee
Andrew is based at the University of Edinburgh School of Law. He served two terms as a Scottish Law Commissioner where he worked on property law reform. He was also a member of the Scottish Parliamentary Working Group on Tenement Maintenance.

Brenda Tonner – Trustee
Brenda is the Service Improvement Manager at Scotland’s Housing Network, a membership organisation for local authority and housing association landlords.

Ian Smith – Trustee
Ian has over 20 years experience in the sustainability and housing sector and was Deputy Director of Consultancy and Strategy Delivery at Changeworks. Now an Independent Consultant, Ian retains his interest in and commitment to decarbonising Scotland’s housing and realising the benefits for households. This currently includes supporting the Existing Homes Alliance Scotland on policy issues.

Graeme Hartley – Trustee
Graeme leads The Property Institute’s (TPI)  strategic work in Scotland, supporting factoring firms and individual professionals across the sector. He works closely with key stakeholders, including the Scottish Government to promote professionalism, raise standards, and maintain strong external relationships. Formerly, RICS Director UK Regions. He has worked in the property related sector for over 30 years.
